The Parking Situation

Parking at Rondebosch Library has been horrible this year. This always happens when the colleges re-open. Past students have learnt the hard way quickly, thanks to daily ticketing by the Traffic Department. This year, traffic officials only visited sporadically, despite Counsellor Iversen's requests to patrol here regularly for the first weeks of term, and despite desperate calls from our staff to ticket NOW! PLEASE!
Borrowers often ask why the parking area cannot be reserved exclusively for library users. Unfortunately the land does not belong to the Libraries branch of the City Council. Like it or not, everyone is entitled to park here, to go shopping or to use the library, or even to attend a lecture at Varsity College; the only restriction is that the area is a 1-hour parking area.
How to enfore the 1 hour parking without having to rely on the availability of traffic staff (they always seem to be under pressure) is the challenge. And how do we deal with the pesky parking attendants who rule the parking area with increasing swagger and menace and who are impervious to warnings from Police and Law Enforcement?
One suggestion we've received is the clamping of wheels when the 1 hour is exceeded. (The fines don't seem to be a deterrent!) This would surely be effective, but would the Traffic Dept. have the manpower to execute this?
